Andrew attended Portland State University for his undergraduate degree before receiving a Master of Arts from Shanghai University in the People’s Republic of China where he was awarded a full-tuition merit scholarship from the Chinese Scholarship Council (CSC). His master’s thesis focused on the political dynamics of China’s advanced technology development infrastructure.
